China has come into the Reform Era since 1978, which deeply changed the historical process and the fortune of China. Above all, China has created the economic miracle and become the second largest economy in the world from a poor country in the last four decades. The average annual growth rate of GDP was over 9% from 1978 to 2012. It has been declining since 2012, and nevertheless, it is still over 6.5 % from 2012 to 2018, much higher than the ones in developed countries. China's GDP has jumped up to 90 trillion Yuan (13.2 trillion US$) in 2018 from 326.4 billion Yuan (44.2 billion US$) in 1978. China's per capital GDP has been 64,644 CNY (9462 US$) by 2018. The great achievements since the Reform has changed not only the Chinese people's livelihood, but the nature of Chinese people's dream
There have been so many great changes in Chinese political, economic and social life since President Xi Jinping has become the top leader of China at the 18th Party Congress in 2012, all what changes were called ‘ the New Normal' before 19th Party Congress and are called "the New Era" after 19th Party Congress. Nevertheless, there are something unchanged behind the changed, at least, for instance, the fundamental goals for China's development in long term. That is to have constructed XiaokangSociety (well-off society)by 2020 , to have made China a modernized country by 2050 and then to realize the rejuvenation of Chinese nation. Mr. Xi Jinping regards them as ‘two Hundred Year's Goals' and one ‘Chinese Dream'
Xiaokang society by 2020 is the first hundred year's goal since there will be one hundred anniversary in 2021 for CCP, and a modernized Chinese nation will be the second hundred year's goal since there will be one hundred anniversary in 2049 for PRC. Chinese Dream, which is Chinese people's happy life and the great rejuvenation of Chinese nation for President Xi, is a vision and wish for long time while the two hundred year's goals are the specific strategy for China's development. Particularly Xiaokang Society, which will be realized .in one year, is a visible and tangible reality
It seems to me that, in view of the major challenges faced by China nowadays, the following 10 strategies are the priorities for the two hundred year's goals, each of which has much to do with Chinese Dream.
- Keeping Steady Growth of GDP
- Reducing Excessive Leverage and Huge Local Debts
- Eradicating Poverty and Promoting Social Justice
- Improving Eco-Environment
- Improving Urban Governance
- Political Reform and Modernizing Governance
- Pushing Forward Rule of Law
- Making Harmony between Han and Ethnic Minorities
- To Deal with the New Challenges of "One Country, Two Systems"
- To Keep New Balance Between China and Other Powers
Each of all listed above are essential for the two of hundred year's goals and Chinese dream, and therefore I regard all of them to be the priorities for both China by 2020 and by 2050
